Trio arrested in Campbell meth bust

    By Genevieve Roja

San Jose Police, acting on an anonymous tip to the department's Narcotics Enforcement Team, arrested three men on various charges at an apartment on W. Hamilton Avenue in Campbell last week.

Steve Foster, 49, and his nephew, William Keith Foster, 35, were charged with possession of more than a pound of methamphetamine, intent to sell marijuana and being under the influence of a stimulant.

Matthew Heinkel, 34, of San Jose, whose relationship to the Fosters is unknown, was arrested for being under the influence and for violating his parole. Police also seized $30,000 cash during the arrest. William Foster, who was on probation for another drug-trafficking case, was also charged with being armed with a Liberty 12-gauge shotgun. It is illegal for ex-felons to possess weapons.

The Fosters were arraigned Aug. 25 in the Superior Court of Santa Clara County on the same charges. If convicted, William Foster, whose registered address is in Redwood City, faces a maximum of 14 years in prison. Campbell resident Steve Foster could be imprisoned for a maximum of six years. Both are being held on $400,000 bail. The pair was scheduled to enter a plea yesterday in Superior Court; Heinkel's case will be tried separately.

After a consent search of the apartment, police discovered more meth in the laundry room and two loaded pistols, in addition to the shotgun in William Foster's closet. Marijuana was also found inside the apartment.

"Because of the other items that were there, and the quantities that were there, it was determined the marijuana was for sale and not intended for personal use," Dalaison said.

According to Santa Clara County Deputy District Attorney Rob Baker, police found $20,000 stashed inside Steven Foster's bedroom and an additional $10,000 in his car.
