Council Watch

By a 4-1 vote, Carl's Jr. won approval last week to convert the vacant Carousel restaurant building at 15450 Los Gatos Blvd. into a 92-seat fast-food outlet. Plans include a children's play area in the center that used to contain the restaurant's namesake carousel.

Councilmember Randy Attaway opposed the application, saying he doesn't want to see fast food on the boulevard, the same sentiment applicant Steve Rosenfield heard from the Planning Comission before he took his appeal to the council.

Other councilmembers concluded that the community would benefit from a larger variety of restaurants and from filling the long-empty building with a tenant.

In addition to the restaurant application, the council at its March 3 meeting took action on several issues, including:

* approved the formation of the West Valley Solid Waste Joint Powers Agency to simplify agreements between West Valley cities and trash-pickup contractors. The agency, composed of a staff member from each constituent city, will contract services and set rates with singular authority.

* adopted resolutions that authorize new contracts for two employee bargaining units: the Town Employees Association and the Confidential Employees. TEA members, months overdue for their contract, voted 38-1 to accept the deal during the week before the council meeting.

* budgeted $70,00 for repairs to the Los Gatos Creek Trail.

* annexed a portion of Loma St.
