    Residential care facility proposed on Winchester

    With long waiting lists at The Terraces and Los Gatos Meadows, Aegis Corporation is hoping to seize on the shortage of housing for the valley's aging population by constructing an 89-unit senior facility on Winchester Boulevard.

    The residential-care facility was set to go before the town's planning commission on June 28, but a lengthy agenda of contentious projects forced the commission to continue the application until September. If built, the complex would house 98 residents, ranging from independent seniors to those who need round-the-clock assistance.

    Aegis, which operates similar facilities in Aptos and Fremont, must clear several hurdles before getting the go-ahead on the project. The property is currently zoned for low-density residential use, and a zone change and corresponding General Plan amendment--which the town council must approve--are required.

    The proposed location is also somewhat problematic. While Aegis is confident any potential problems can be mitigated, the site's high- traffic location presents a number of noise problems for residents. The 2.5-acre site is bordered by the Los Gatos Business Park, Courtside Club and a small cluster of residences. Union Pacific train tracks run within 100 feet of the proposed facility, presenting noise and vibration considerations. Noise pollution from Highway 85 and Winchester Boulevard also have to be addressed.

    Parking could be an issue, as well, although both company and town staff reports state parking needs are met. Under normal planned development criteria, 134 spaces would be required for an 89-unit complex. However, by using the town's formula for convalescent hospitals and sanitariums, the requirement drops to 39 spaces, which the plan provides.

    The historic preservation committee has also put in its two cents on the project, recommending approval with a few conditions. The site was once agricultural land, and a number of farming-era remnants remain, including a historic tank house, fruit barn and a slew of other agricultural buildings and equipment. As part of the project's approval, the committee recommends the fruit barn be offered to Orchard Heritage Park in Sunnyvale and that the landscaping incorporate a "sense of orchard" in its design.

    Once up and running, the facility would provide at least 14 below market price (BMP) units. Residences would be in the form of studios and one- and two-bedroom apartments, almost all of them with kitchens and kitchenettes. Rent would be on a month-to-month basis, and vary according to the type of unit and level of care provided. Transportation and three meals a day would be included. The facility would feature common lounges, dining areas, a library, activity rooms, courtyard and beauty salon.

    Part of the assisted-care wing of the proposed 65,000-square-foot facility would include a specialized dementia unit for seniors suffering from Alzheimer's and other forms of memory impairment.

    Other aspects of the plan include the removal of 62 fruit, pine, fir, redwood and oak trees and the planting of 189 new trees. The General Plan committee, historic preservation committee and planning staff have recommended approval.
