Santa Clara Valley Water District officials are stumped as to why the giant pipe started buckling Aug. 30 but hope to have some answers in a month or two. Meanwhile, the district is working around the clock to conduct tests in cooperation with the Division of Safety of Dams, a state regulatory agency. The district is asking the public to stay away from the dam so as not to jeopardize the investigation.
