Sheriffs close down massage parlor after an arrest for solicitation

A 45-year-old woman was arrested in Saratoga on June 23 by the Santa Clara County Sheriff's Department and charged with solicitation for prostitution. The arrest was made at Relaxation Time Personal Salon Service, located at 12361 Saratoga-Sunnyvale Road, after the woman, identified as Quaypom Carter of 1016 Prairie Dr., Suisin City in Sonoma County, propositioned an undercover police officer investigating the massage establishment, according to Sgt. Jim Arata.

Arata said the woman was taken into custody and booked at Elmwood Correctional Facility in Milpitas. She was released on her own recognizance, and a court date has been set for mid-August.

Sheriff's deputies confiscated the salon's license permit, issued by the city of Saratoga, and closed down the business.

The arrest and closure came just weeks before a public hearing with the Saratoga City Council was scheduled to take place to discuss the possible revocation of Relaxation Time's permit for what city officials called "violations of the conditions of operation" for the business. Officials said the matter of the arrest is in the hands of the city attorney and that the permit hearing was still planned for July 11.

Relaxation Time is not the first massage salon to run into trouble with the city. An establishment called Salon Perfect, at the same location, was closed about three years ago for illegal activity, according to City Attorney Mike Riback. Another parlor opened about three months later in same location, with new owners and new conditions of operation adopted by the city. That establishment was later sold to the owners of Relaxation Time.
