Teen volunteer isn't really 'next-to-last'

I was browsing the News today before recycling it when I came across a classic case of someone using a word when they have no idea of what it means.

Mary Ann Cook wrote, "... then there's Jennifer Chen, the penultimate teen volunteer." I cannot believe that in the world of teen volunteers there is only one worse teen volunteer than Jennifer. May we find out the name of this terrible volunteer, or is she or he that bad?

The word is seldom used in English, and I can understand why. It is used frequently in Italian and German. Perhaps Mary Ann should have used another word.
