    Avoid the 13 this Labor Day

    Four sobriety checkpoints, extra patrol cars and maximum freeway enforcement will mark the Labor Day weekend as Santa Clara County law enforcement agencies crack down on intoxicated drivers.

    The four-day Avoid the 13 campaign begins on Friday, Sept. 3, and continues until midnight on Monday, Sept. 6.

    Three sobriety checkpoints are set up for Saturday night:

    * Campbell: from 10 p.m. to 2 a.m., Bascom Avenue near Campisi Way

    * Los Altos: from 8 p.m. to 1 a.m., El Monte Road at Milverton Avenue

    * Morgan Hill: from 7 p.m. to midnight, East Dunne Avenue at Joleen Way

    A Sunday checkpoint is planned by the San Jose office of the California Highway Patrol from 10 p.m. to 2 a.m. within the city limits.

    Extra patrols will be out in Gilroy, Morgan Hill, Milpitas, Santa Clara and Palo Alto to watch for DUI suspects.

    TCI steps on KSAR's toes

    Community access station managers were fuming this week over TCI's announcement that it plans to push KCAT-Los Gatos, KSAR- Saratoga, and KMVT-Mountain View, out of their slots on Channel 6, which the cable provider says it will be handing over to San Jose's KICU-36.

    KSAR General Manager Tessa McGoldrick and other station managers called a press conference Aug. 30 to announce that they intend to challenge the channel swap.

    The station managers, including George Sampson of KCAT-Los Gatos and Doug Broomfield-KMVT, say they're willing to sit down and negotiate with TCI and KICU (which was recently put up for sale), except that they haven't been able to get a response from TCI since January.

    Saratoga City Attorney Richard Taylor fired off a letter to TCI--which is now owned by AT&T--on Aug. 27, telling TCI that the move would be a direct violation of KSAR's franchise agreement with TCI, and that KICU has no claim to Channel 6.

    TCI says that KSAR is required to make way for KICU under federal must-carry laws, but Taylor says TCI never cited any legal authority when it made the claim.

    Taylor will be meeting with the City Council Sept. 1 to discuss the city's next move.
