Saratoga NewsNews BriefsFinance director submits resignation Thomas Fil, the administrative services director for Saratoga, has resigned his position with the city. His last day will be Friday, Oct. 24. Fil was hired as the city's finance director in 1995. He replaced Patricia Shriver, who was asked to resign in February of that year after being accused of misappropriating $6,500 in city funds. Fil will be moving on to a finance director position with the city of Belmont beginning Nov. 12. Fil said the offer by Belmont officials and his decision to accept it happened quickly, and cites better pay and an increase in challenges as reasons for his departure. "It's a more attractive compensation package," he said. "The job I have now is certainly challenging, but this will be a different set of challenges." Although Fil said he is proud of his involvement in the city's reorganization in the wake of the failure of the utility-users tax last November, he added that the paring down of city services to minimal levels affected his current job with Saratoga. "[Belmont] is a town similar to Saratoga, but it is a full-service city," he said, "so there are more challenges for me in that regard." Fil, a father of two, also pointed out that the job in Belmont is only a few minutes away from his home. In his two years with the city, Fil not only was involved in the reorganization of city staff, but also spearheaded the move to find and incorporate an updated computer system at City Hall and received in 1996 and 1997 Department Excellence Awards from the Government Finance Officers Association of the United States and Canada for his work in the Saratoga Finance Department. GGG sponsors city services forum The city of Saratoga's administrative services director, Thomas Fil, is scheduled to speak on the state of the city at a public meeting at 7:15 p.m., Tuesday, Oct. 28 in the Community Room of the Saratoga Community Library, located at the corner of Fruitvale and Saratoga avenues. The meeting is sponsored by the Saratoga Good Government Group. Topics for the meeting will include staff restructuring and finances. The meeting will also include questions from the public.
