By Kaustuv Basu
The most visible candidate in the Saratoga City Council race—Andy Barnes—outspent his opponents dramatically, but still lost the race. On the other hand, Aileen Kao and Ann Waltonsmith who ran on a slate, ostensibly to trim campaign costs, spent less money and came out winners in the race for two open seats.

According to reports filed to date, Barnes had spent $24,091 as of Oct. 26 while Kao and Waltonsmith spent a total of $17,270.

Barnes' Oct. 16 campaign disclosure statement shows that he had spent $18,303 at that point. Contributions to his campaign by that date added up to $17,251, and his expenses included $6,985 in newspaper advertising and $3,875 in mailing election flyers.

Barnes' late expenditure report filed on Oct. 26 shows that he spent an additional $5,788 in newspaper advertising.

Kao's spent $3,080 through Oct. 16. This includes a payment of $502 to the Committee to Re-elect Ann Waltonsmith.

Kao received numerous contributions from individuals during this period with a $500 contribution from Javid and Ashjay Mitra and another $500 contribution from Angela C. Lee.

In her late expenditure statement, Kao shows an expense of $4,597 that was paid to the Committee to Re-elect Ann Waltonsmith for shared expenses of two mailers and postage. According to this statement, the highest contribution she received in this period was $500 from Fred Keeley for Senate 2008.

Mayor Ann Waltonsmith's report, which covers the period up to Oct. 21, shows total expenses of $4,240 to that point. Contributions to Waltonsmith amounted to $9,474. The biggest individual contributors to her campaign in this report period were Ashjay and Javad Mitra with $500 and the Friends of Abel Maldonado who chipped in with another $500. Waltonsmith spent $1,883 in mailing and printing costs in this period.

Waltonsmith's late expenditure statement shows an expense of $9,402, the bulk of which was spent on campaign mailers and mailing costs. These were joint mailers representing both Waltonsmith and Kao.

The Committee to Save Saratoga, with Councilman Nick Streit as its treasurer, spent $3,314 campaigning for Measure V and U, the utility tax and the advisory measure, through Oct. 16. The committee had received total contributions of $4,445 at that point. The highest individual contributor, according to the statement, was Navid Backer with $1,000. The expenditure was for printing and posting a campaign mailer.

The late expenditure report from the committee shows an expense of $3,043 toward printing and postage of mailers.

Final campaign reports are due early next year.
