    County approves 2001-02 budget

    The Santa Clara County Board of Supervisors approved its $3.2 billion budget for the fiscal year 2001-2002. The board increased the county's fiscal reserve by $18 million to bring it to $46 million--its highest level ever.

    The county uses the reserve to maintain service levels during lulls in the economy. The budget also included provisions to make Santa Clara only the third county in California to create an HIV living center to provide services, counseling, nutritional advice, and a resource center for county residents suffering from the disease.

    The supervisors decided to put $250,000 toward the county's Housing Trust Fund, which brings the total balance to more than $19 million. Once the fund reaches its target of $20 million, it will begin to allocate the money for housing projects across the county.

    The board also increased support for the domestic violence unit in the District Attorney's office to allow for more prosecution of domestic violence offenders. There is also funding for a graffiti clean-up program, focusing on prevention as well as timely removal, and the support of the Cornerstone Project, which encourages neighborhood involvement to produce community-minded young adults.

    In addition, the board backed the Center for Learning Achievement, a county program that identifies learning differences or disabilities in young children. Supervisors also opted to continue the social worker student internship program, which has enjoyed some success at recruiting new employees for the county department of social services, and created a second training academy for correctional officers.
