Joseph Newmeyer worked in the chancellor's office before coming to De Anza.
De Anza College recently hired Joseph Newmyer as its interim vice president of finance and college services. He began his new duties in mid-June and is expected to serve in that capacity for no longer than six months.
"I plan to concentrate on two main fiscal areas," Newmyer said. "I'll examine the budget allocation system, which includes establishing a fiscal calendar and procedure for the college budget. In addition, I'll get involved in a Foothill-De Anza Community College District allocation model for how funds are distributed between its two colleges."
Newmyer was the vice chancellor of fiscal policy in the chancellor's office for California Community Colleges from early 1989 until last fall. In that position, he was responsible for overseeing allocations to all community colleges and represented them before the state Legislature in matters related to community college finance.
"I was ready to move on, but not ready to fully retire," he said.
"I consider my temporary position at De Anza a great opportunity because it is known as one of the best community colleges in the state and nation," he continued. "I look forward to working again with Martha Kanter, De Anza's president. In Sacramento, we were part of a team that put together several budgets for California community colleges."
President Kanter noted that Newmyer is a person of great integrity, openness and vision in fiscal policy and operations affecting community colleges.
The vast majority of Newmyer's career has unfolded at community colleges. He was a math instructor for two decades, the first nine years at a high school in Michigan and then at Fullerton College in Southern California.
During the last seven years of teaching, he became the faculty's chief negotiator in union matters. "That training made it possible for me to move into administration," he said.
Newmyer was the vice chancellor of finance and facilities for the North Orange County Community College District from 1976 until he moved into the position at the state chancellor's office.
Newmyer's permanent home is in Palm Desert, but he currently is a Cupertino resident.
"This is a great time to be at De Anza," he said. "The state financial situation looks better than it has in the last four years. It appears very likely that the California budget will include at least a 3 percent cost-of-living adjustment, and there should be a good allocation for instructional equipment as well. During 1996/97, there will be a significant amount of funds available to those community college districts that grow. I hope the college will be in a position to qualify for those state funds."
