San Jose Police Officer Mike Mattocks issues a ticket to a driver in front of Willow Glen High School for not wearing a seatbelt. The driver had just picked up a student from the school. Once a year, for a two-week period, the SJPD patrols schools that have been noted to have traffic problems.
