Bottom line on owls is fiscal responsibility

This letter is in response to the article and cartoon that ran in the May 24 edition of the Resident regarding the city staff's proposal to deal with the burrowing owl in San Jose.

I am very concerned about the declining owl population and the loss of owl habitat. I did not support the "plan" presented by the Planning Department and the city administration because there was no real plan. While the proposal would have required developers to pay a $5,000 per acre fee, and the city would have collected an estimated $42.5 million in fees, there was no concrete proposal for spending these funds. The city administration's report to the City Council even stated that there was a possibility this so-called plan would fail.

I have been committed to ensuring that your tax dollars are spent wisely.

I would not expect you to vote to sign a $42.5 million blank check. Neither could I, as your representative, do the same.

    Vice Mayor Frank Fiscalini
    Council member, District 6
