Tammy Spriggs of Dodads on Lincoln Avenue puts up Halloween decorations. Like many other stores in the area, Dodads will participate in the annual ritual of handing out candy to the hundreds of costumed kids that storm the Avenue on the day. Halloween decorations are a sign that the children are welcome, she said.
