Proposed WG's BID given to city council Approval of funds is expected for 2002-03 year (By Susan Wiedmann) At its May 28 meeting, the San Jose City Council gave preliminary approval to the proposed budget report filed by the Willow Glen Business Improvement District (BID) Advisory Board for the 2002-03 fiscal year. The council also gave its preliminary approval to the annual levy of assessments on BID members for the 2002-03 fiscal year, which are said to be the same as for the 2001-02 fiscal year. According to District 6 San Jose City Councilman Ken Yeager, the BID's budget for the upcoming year is approximately $61,000, with approximately $1,800 carried over from the fiscal year that is now ending. Yeager also said that a public hearing on the levy of the proposed assessments has been set for 1:30 p.m., June 11, at the city council meeting. He indicated that, at present, the city council's approval should be a formality, just like the submission of the budget report by the BID. The Willow Glen BID was established by the San Jose City Council in 1983 to promote revitalization and maintenance of the Willow Glen business district along Lincoln Avenue between Coe and Minnesota avenues. Today the Willow Glen Business and Professional Association (WGBPA) serves as the BID's advisory board and is responsible for providing the city council with the annual budget proposal listing anticipated improvements, activities and costs in the district during the coming fiscal year. Funds for improvements and maintenance of the district come from assessments on businesses along the avenue. Participation by all members in the BID in the levy of assessments is required. According to Des Woodworth of San Jose's Office of Economic Development (OED), the city of San Jose places assessments on BID members as follows: $240 for a retail business; $120 for a non-retail business; $120 for commercial property owners; $500 for theaters; and $500 for banks. The money is collected by the city as part of its business tax. It is the OED that writes the BID report that is submitted to the city council, based on the input from the WGPBA. |
